2024 Summer Newsletter

TARIFF HEARING SUMMARY

The District values its customers and tries to keep rates down, however, due to economic conditions and rising costs, the District was forced to pass through some of these increases. A Tariff Hearing was held on May 09, 2024. The following is a summary as well as the Rate and Fee Changes that will go into effect July 1, 2024.

Tariff Rules 1 and 13 were updated and revised to clarify responsibilities, language, definitions, processes and procedures of the District.

Water Rates – Rule No. 21
• Passthrough of Truckee Meadows Water Authority multi-year increase that consist of 2024 4.5%, 2025 4%, 2026 3.5% and 2027 and 2028 rate increase which will be based on CPI with a maximum of 4.5% or a minimum of 1%; additional 2% increase to all water base and consumption rates to help balance the District’s water budget. The 2024 Increase will be implemented July 1, 2024. The following years will be reviewed by the Board of Trustees annually, to determine if the full and/or partial rate increase is needed prior to implementation the first of May each following year.
• Emergency (after-hours) Service Fee increased from $40 to $50
• Adopted a new subsection regarding Unpermitted Service related to illegal hook-ups that includes a penalty fee of $100 for each violation, plus assessing the District’s $40 reconnection fee.

Sewer Rates – Rule No. 22
• The District implemented a new flat rate billing structure for residential sewer services to provide additional efficiencies throughout and to assist with accurately budgeting costs passed through from Truckee Meadows Water Reclamation Facility. The monthly flat rate of $43 (with no consumption charge) per dwelling unit was created based on the average household usage. Flat Rate billing structure for residential service is not uncommon, other agencies such as City of Reno, City of Sparks, and Washoe County all have Flat Rate billing structure for sewer. With the proposed change, the District will still be able to provide the best value for sewer collection within the Truckee Meadows, while decreasing on staff time and associated costs.
• Commercial/Industrial Service will continue to be billed a monthly base rate and 100% of consumption.
Commercial/Industrial Service base rate increased from $19 to $23, with no increase to consumption rate.
• Emergency (after-hours) Service Fee increased from $40 to $50
• Adopted a new subsection regarding Unpermitted Service related to illegal hook-ups that includes a penalty fee of $100 for each violation, plus assessing the District’s $40 reconnection fee.
